Our panel chair brings a wealth of experience to the role and will ensure that panel runs smoothly, as well as putting prospective foster carers at ease.

Panel Members

Our panel members are made up of people with a diverse range of personal experiences and professional backgrounds.

Our current panel consists of;

  • Social workers with extensive backgrounds in fostering and the assessment of foster carers
  •  A Senior Educational Psychologist (EP) currently working with children and young people who are looked after 
  •  A retired Police Chief Inspector with 30 years’ experience,  involved in several multi agency partnerships focusing on children and young people 
  • A medical advisor, vastly experienced in fostering and adoption
  • A legal advisor practicing for over 20 years. Currently a partner in the children and safeguarding unit and also regularly providing advice and training in relation to the safeguarding of children
  • Foster carers with over 18 years experience

Panel Members, Duties, Process & Outcomes

The Panel Members

Our fostering panel is made up of people with a wide range of skills, knowledge and experience and includes First for Fostering staff members. Some of our panel members have a professional background in childrens services or social care. Our panel members also have access to legal advice and medical advice, should they need it.


What duties do the fostering panel have?

A fostering panel has the following duties:


  • Consider fostering applications and make recommendations about applicants suitability
  • Review the foster carers continued suitability
  • Consider any allegation or serious complaint against a foster carer
  • Make recommendations about the age range, number and backgrounds of the children that can be placed with a foster carer


When the panel are satisfied that the applicants meet fostering regulations and are prepared for the fostering role they will recommend approval of applicants to the Agency Decision Maker.
